You can stop his salary from increasing by setting him to "no training". Any season where he receives no training will result in no salary increase.
I know it's written in the guide. Now I also know that there are people who were warned. I also know that in the past there were few teams in the US that stayed few more seasons in II division to grow...
There are just too many ways to do it in a non-obvious way. You can play very-high all season, then by the end of the season your starters will have 30% energy, so they will lose. Is that considered an obvious throwing? You can sell all your starters before the playoff starts, is that throwing a game or starting a rebuild? I also think it is ridiculous that they give you a warning for forgetting to login and setup the lineup.
There are also too many incentives to do those things. For example, it is better to relegate to II.1 instead of II.3, because that league is weaker(because teams from the last place always relegate there), so you will gain more OTR and promote more easily next season.
I don't know how they catch those things, especially now, that it seems that they stopped developing the game and only have a minimal level of maintainance.

I suspect that the checking done is computer based. In handball, I advanced to I.I too quickly. Sure, I got the big bonus, but I lost the 20% OTR in advancing, won only 4 games, then lost 30% relegating down. By the time I had done this twice, my OTR had taken a severe beating. I decided to "hide out" in division II until I could be competitive in the top division. I took that time to make serious cuts to player/staff salaries and focus on arena/facilities. It was a little boring winning almost every game, but my focus was on development of arena/facilities.
I managed to stay down by playing on H or VH for games. This helped to maximize player chemistry and experience. It had the added benefit of putting many of my players into the prize money at season's end. At season's end, I used tired players, playing out of position to stay down. After a couple of seasons, the arena/facility improvements and a couple of player upgrades allowed me to compete in division I and finish above the relegation cutoff line.
