Elections time is coming and it is time for USA managers to vote for your candidate.
If we want USA to be one of the top nations,we need a candidate that really cares about USA instead of personal gain.
At Hockey, we have a great Capsaicin who not only uploaded over 600 players to the hockey database but also helped the soccer.. Unfortunately he is not a candidate.
At Soccer we have ngrover and obryantj taking care of U17. they together uploaded over 400 players to the database
At Handball ... we need people as committed.
with limited scouting speed, I uploaded 100 soccer and over 50 hockey. Most of the hockey were requested scouting.
I have also uploaded 40 USA players being most of them top players on all D1, D2 and D3.
there are two more USA managers that are also candidates.
One manager uploaded 3 players while the other 8 players.

Well for one, the National Team manager gets access to any and all scouted players that get uploaded to databases.
So essentially, they have everybody scout players for them and then tell them what their Qs are.
It is an important thing, so that the national team manager can pick the best players, most suited to the team... but it can also be abused for personal benefit.
Two examples would be:
1. any time the national team manager wants to take a look it his competition in league
2. any time the national team manager wants to buy a player on the market.
As it is, I've been somewhat hesitant to upload my players to ANY database for these reasons, but depending on who gets voted in as national team manager, I might be even less inclined to do it than I am now.

... I see where you're coming from, and it's a Tescosamoa, you have a fair point, but there's two things to note:
1. it's not season 4 or 5 yet. so the manager would have that advantage for at least 2-3 seasons.
2. I think your numbers might be a little bit off.
If I wanted to scout ONLY the top 5 players on all division II and division I teams (56 teams and 280 players), that would take me about 528 days at my current scouting rate of 53% per day. Sure the scouting speed goes up as my HR goes up, but even if you account for that, I still don't think your numbers work.
In order to have the top 5 players from each of those teams scouted by the END of season 4, I'd have to be scouting at an average speed of 125%. To have them scouted by the END of season 5, I'd have to be scouting at an average speed of 83%.
So season 4 is not even a question. 125% scouting average is not reachable. Maybe you could argue that you could hit an average of 83% by the end of season 5 (though I think that's incredibly unlikely for the vast majority of managers), but that's 3 FULL seasons from now. That's 3 seasons where the national team manager would have an advantage, and that's only the top 5 players from each team.
If all of the top 56 teams scout all of their players, and each uploads them to the database (the ideal scenario for a national team manager), that's effectively 840 scouted players (assuming average team sizes of 15 players - which is conservative estimate). There's no way that you can claim that ANY manager will have anywhere close to that many players scouted by season 4 or 5.
Even at 125% average scouting efficiency (which as stated before is extremely high), it would take 672 days (6 full seasons) to scout that many players... so you'd be looking at a minimum of the END of season 8 before that scouting efficiency could be reached by a single manager.
As I said, you're point is a fair point, but I think it'll take significantly longer than you estimate for any single manager to catch up to the National Team manager (or anyone who has full access to the database they use) in scouting.
