I am really getting frustrated as well about my SA. I have pulled one 4 star in the past 12 months and few 3.5's at that.
I've pulled 1 4* in each sport in the last 4 seasons in each sport!!! 
All the rubbish pulls from the SAs make me wonder.. do the youth training Sporting Directors actually influence the pulls? Every week I keep thinking, maybe this time I'll get a stud, but every time is a letdown.
The OR of my hockey pulls dropped by 50+ points on average when I sold my two good SDs. But the average star rating of the bulls is still the same. It's just if you can warrant paying out 1.5M/week just to get 50OR more/week/player on average.

I ask myself that nearly every week
Last time I got a nice player like that was season 2. That was also the only time.
