This is a good idea. I've suggested a similar idea in the past for hockey and soccer and have been scouting for both youth teams. I would be willing to help/apply once I finish scouting my own team.
Even so, at this point, it would be lucky to scout more than 20 players per season, and most managers will probably be focusing on their own teams for now. In 2 or 3 seasons (perhaps around the time the national team is introduced), more managers will have good HR facilities and will have scouted their own teams. In addition, it is possible that very few of the existing players will still be among the best and most promsiing players in 2 or 3 seasons.
I would suggest using some threshold based on a weighted average of experience in the other two sports. I doubt there will be many managers that play PPM just for the handball. Even if a few managers ultimately decide to stick to their one or two favorite sports excluding handball, it wouldn't be a big deal, and could easily be reviewed.
It would also help to come to some sort of consensus about optimal training ratios in handball.

But the deal is that we need to watch the players that are being sold to keep track of them. I know many managers that have players from different countrys with qualities but dont communicate with the national managers .

You just need to scout players from the transfer histories of American teams in addition to players on American teams.
Problem is that it'll take soooo long to scout all the people, especially that there is 20+ people in the database now
calculating training ratio will not be so easy as there is only lineup rate not individual rate.
The easiest one to find out will be the goalie and from there, have a better idea on the other positions

That seems kinda late? The senior national team started on season 3 in hockey and season 5 in soccer (though it was supposed to start in season 4, but wasn't ready in time).
but it should not be something very complex to implement.
i think the reason for not having now is more cause all players are too young and sux. I am hoping for it to start on season 3.
