Actually I think for goal scoring it is first by less number of games played, and then if that is tied by total points. And for total points second criterion seems to be goals and then games played. Or at least that's how it seems to me. The example for the goals would be Slovenia I.1 where 3 players have 17 goals and they have 34/33, 36/34 and 38/36 gp/tp in that order of ranking. If it was total points as tiebreaker the order would be opposite I guess.

there are 3 guys who scored 18 goals, 2 of them also had same TP, and 3`d had less TP and hes 2 places behind others!

Exactly. But it's good you mentioned it because it shows that the next thing compared (if both gp and tp are tied) is probably +/-, luckily I'm not bored enough to look for more examples of it.

Exampel: money for best scorers after regular season. My player O. Gerstl scored 18 goals and is fourth in this statistic. After a player with also 18 goals - he ist third, and get more money.
