Popped what will likely be my last ever piece of infrastructure today. All facilities (minus education) are max or on their way. Same to be said for the arena and all amenities.

I've spoken with Vlady about it. While it may be unrealistic, they needed to cut down on importance agreements. Apparently they are quite prominent in some nations.

Another, perhaps more reasonable option, is to rotate a rookie lineup in on N when you expect to lose against a much stronger team. However, I've been told, that if your lineup for a game is much weaker than your opponents, the penalty is null and there is a crisp and reasonable cap on this.

I still don't agree with it. It doesn't make sense to give us a finite energy pool and then tell us we have to use more or we get penalized.
The reasoning that it reflects the real world also doesn't work as actual players don't have finite seasonal energy.
How much is "much weaker"? Mobus is 60 points less than Reflex and still lost more than half of his attendance, which is ridiculous.

What matters is the relative energy burn compared between two teams. It just changes the baseline now. On the other hand, if you want to save energy, it *may* cost you money.

I definitely am not sure if promoting was a great idea at this point....
For me I promoted for 2 reasons:
1- to be able to say I reached I.1 which is still some kind of an accomplishment.
2- to prepare my team for a major retooling. My players are getting too old and my facilities can now train a new group much better. But II.1 was very competitive and does not allow for a good retooling environment so I'm hoping to end up in another league II. I'd especially like league II.3 as I have RL friends there I have never been able to play with because we were in different branches.
So I'm getting exactly what I expected this season.

Hopefully you can land in II.3. Save energy all year to ensure you win the placement rounds you need to. If you finish 9-16: lose round 1 (13-16), win round 2 (13-14), lose round 3 (14), lose P/R. If you finish 17-20: win round 1 (17-18), lose round 2 (18).
i suppose you are right with how competitive 2.1 is i could not have floated there at VL either.
