Just looked a the team comparison for every div2 league and II.1 is much stronger. My 184 OTR places me in 10th place and I would be second in II.2 and II.3 and 8th in II.4
I was looking at the team comparison for facilities in II.1 and couldn't help but notice how the maintenance centre appears not to be appreciated to its full value. While it's true staff for that particular facility needs to be carefully managed for them to be effective and even then their benefit is quite marginal, the facility itself is really quite good.
For example, I am currently saving 375 000$ per day with my level 11 maintenance centre for a total of 42 000 000$ per season. If we consider that it costs 56.1M$ to built the maintenance centre from level 1 to 11, we can safely say that it has already paid for itself and that everything since then is just money in the bank.
Are there teams where upgrading their maintenance centre by one level would save them more than the cost of upgrading the facility. The answer is yes and there is at least one team in II.1
For a more concrete example I will use the [hockey_team=12688]. With a level 6 maintenance centre mikpj is currently saving approximately 35.5M$ per season on arena and facilities expenses. With a level 7 he would save approximately 41.4M$ per season, an increase of almost 6M$ which is more than the 3150000$ required to build a level 7. As a matter of fact with anything below level 10, mikpj is just tossing money out of the window, of course he can afford to but we're not all as fortunate.
Hopefully all this will lead some of you to reconsider the value of the maintenance centre.

Bad example, he has a good team but not a well-managed team. Maintenance is very important especially when you get nearly-maxed facilities and rink. saint2e and I swear by it... a penny saved is a penny earned after all.
And after that lecture, I've just went and started my lvl 8.
