I don't think becoming more homegrown is something that can be done rapidly or solely internally.
If your line-up is primarily foreign, I think you need to stick with that. Player salaries are likely your lowest expense, even despite the 25% bonus for foreign players.
As you pointed out, it's rare to pull a keeper prospect out of the SA at this stage. If you want to become more Canadian, then you will have to pay for Canadian prospects and hope your SA gets lucky.

Even if you get a guy who has good qualities from your SA but is 200 OR behind stick with him. Even without the intent of keeping him you can generate some bank from making them market fodder.
Well thats what I've been doing really. Most of my SA guys end up on the market after I train them to look more attractive.

Oh man, I remember paying millions for guys that were 300 OR in my first few seasons, if you had guys that were 300+ OR you were the cock of the walk, ahaha.
I should have unloaded more then. But I guess that's like unloading my 600+ OR guys now which I can't afford to do.
I can sell you a franchise player if you wish! I'm going to unload a 91/80/91 Universal 17 year old Winger in the coming weeks. I forget exact OR but 450-500OR or so. Save your pennies!
