I think preferential votes only tells who is famous or who has been advertising himself / begged for some votes. I want the best possible manager for the job, not the most famous. This current system prefers famous people.

With the old system everyone had possibility to sign up, if you had the required manager exp. I think that worked better, but problem was that there was too many candidates and they solved it by this preferential votes.

So here is another suggestion. Two-phase elections would be the best:
1. Last week of the season you can sign up for candidacy.
2. Also on the last week of the season 1st voting starts. You can only vote someone who is signed up for candidacy. Votes are visible.
3. On the first week of new season 2nd voting starts. 3 most votes in 1st voting proceed to the 2nd round. 1st round votes are visible, but 2nd round votes of course invisible.

This way we don't have to guess who is willing. It's fair for all and votes are better centralized.

So my idea, it is not a small idea, because when you change something, it leaves an impact on the other things, so the changes are several things at once!
1st For implementing this idea, it would require to cut off money for many teams, this is because in order to avoid a situation where in one team plays 30 Wayne Gretzky, while another can not hir one Arnason! And i know that you want that new teams are good to their leagua but this is big problem. When i started this game my best player was OR 150, this game best players are OR 400!
