SA only influences "Ove" not quality of a player. So you could have that kind of player, but I guess you didn't have any luck yet.
Try to experiment with pulling time. If you don't have any luck at morning pulls, try it at noon, or later. Thats the best wild guess I can give you.
One thing is certain though - when you reach 10th level and above of SA, you should buy yourself 2 decent sporting directors, each with 80+ in youth training skill. You should have now two sporting directors also, but don't buy those over 60 because their salaries will slow you down.

Time of pull is a factor in determining these things? If so, no wonder I keep getting shafted in pulling prospects. I usually pull them from the academy as soon as the game updates and they appear. I haven't gotten anyone decent since this guy, which was 48 days ago. Thanks for the heads up.

Well it should work like that. If there is a proper answer for this question, I would go for time.

But SA is very much a gamble. It's like a lottery. Everyone can win the jackpot, but the more tickets you buy (more money invested in the SA), the higher the chance are you win the lottery (pulling a great player, and the chance is increased due to the fact that you pull more players pr week with better SA).

Seriously??? Has that kid been trained or is he a recent pull? My facility is currently a 9, but the highest overall I've ever gotten was in the 260s (which was when it was a 7). It's insane that I haven't even come close to that and he's only 1 level higher. With an overall like that he would probably have stats equivalent to my first liners.

I've come to the conclusion that I spent all that money on the facility to upgrade to premiere golden faucets in the bathroom instead of training equipment for the players. Sheesh!

It's a phrase that originated from poker, since a typical set had blue chips being the highest value. From there, stock market brokers started using it to describe good prospects and then sports recruiters later picked it up as well.
