He is assuming that she didn't clean up after her dog.
How is it karmic to step in dog crap just because you have a dog?

it looks like he is saying she let her dog shit in the park and didn't pick it up and when she went back in to her car she stepped in shit without knowing and got it all inside her car. so it was karma shitting on her foot for not picking up her dogs shit.
