You're going to get an influx of quite a few great players next year. At the very least, the players available for this year's U18 seem significantly stronger than last year, including quite a few elite players on the top two lines.

Why don't you volunteer yourself for the assistant manager position first, so you can learn how things work before you make a full on bid. Also, that way we get to know you a little.
You'll probably need to get a little more experience first. It will help if you can work your way up into at least division II (buying cheap older players with a lot of experience is helpful for this - but don't spend too much as Human Resources and a good stadium are most important). You'll also need to be able to scout a lot of players (the human resources facility also helps with this area). You might try finding someone who will allow you to be an assistant manager so that you can learn about the position.
There are 4 requirements for managing a team: 1) You need to prove that you won't quit halfway through the season (like the longtime USA national team manager did a few seasons ago).
2) You need to prove that you will be capable of running the team well. You need to be able to find the best players for the team, conserve and effectively use energy, build chemistry, and choose the proper tactics (offense<defense<normal<breaking up of play<counterattacks<active forechecking<offense). For this area as well as the first, simply playing the game for a long time will help.
3) It helps if you are active in the forums. You could start by offering to help one of the teams with scouting. The National Team in particular could probably use the most help.
4) You need to find an opening. You might even want to try applying in countries with a smaller player base or countries where nobody is interested in the position (though people don't really sign up for next year until the end of the season).

I was thinking of going for a managerial position for soccer in another country, but you make a good point.
The U20 team is officially rudderless. On the bright side, quite a few players will start next year with perfect chemistry.

I would like to give the U-20 Managers job a go. I have in the past worked with all three of the National teams. I will also make sure i have an assistant so if some thing was to happen to me that the team would still have one one to guide it. I do not plan on leave this game any time soon. He doesn't have a team anymore, though I suppose he could solely manage the U20 team.
