OR goes with Qs, so if they have great Qs their OR will be higher. I've pulled >500 OR players with lvl 15 so I'd say your lvl 13 pull was fine.
I was just thinking these overalls were too high. Am I actually getting that lucky, or is this normal?
Definitely not normal. I've only ever pulled 1-2 guys near 500 OR in many seasons of lvl 15. Often even at lvl 15 my guys are in the 250-350 range.

pulled an A+ and an A in the draft. Didnt realize until after i pulled them that my sporting director with 100 on youth training retired the same day... I only had an assistant set. This guy could have been that much better:
