Each year will get tougher and tougher and season 5 or so things will balance out in the top divisions as the active managers seed themselves in place. As of now there is still much parity between active managers in I.1 and III.X. There are always outliers but hence why the NC is always a coin toss.

You will get better until the end of the season, I'm pretty sure of that...
I'm not really looking to move up or anything. Just want to stay where i am at and build up my stadium. Hopefully I'll draft more quality players and will have the drive to actually work my way up. Plus just working on figuring out player builds and whatnot. best for me to stay out of 1. But don't wanna be relegated and make no monies at all... :O
