Usually he should. Maybe he is on a vacation or something. You should contact your captain so he can tell you on who you should contact in this case.
Your unanswered question has nothing to do with the helper role of this user, you are not asking for help, you basically just told him what you want and you are surprised he didn't answer you!? 
He has every right to ignore PMs like the one you sent him, it's his own decision and choice whether to answer that or not, it's not related to the helper role at all, sorry...

Maybe I'm missing something, but why are the first five options identical? And the next three options identical? Then why not just make it 3 options instaed of 9?

i'd say you can get each package only once. but i am not sure

If you closed the swap "advert" log out and log back in and then press "Exchange gingerbread" in the advert you see in main page of PPM.
