mikpj - I've read your posts, and I think you mean placing a value on Agr.
I also think that there is a value in having high Agr players. While I will keep an eye on the Tec:Agr ratio, I will not cut players solely because of a high Agr:Tec ratio, especially Dmen.

I would favour players trained 4-3-2 as opposed to 2-1-1 considering the recent changes made to the influence of passing. Passing for wingers would also be taken into account when selecting players though as a minor consideration.
Ideally shooting should reach at least 60% of the primary skill for forwards and 35% for defencemen. The higher the better.
As I mentioned in my presentation, prospects should only make the team if they have a good chance of being useful to team Canada in the short term. I would rather pick players with qualities a bit lower that benefit from superior infrastructures and that are closer in OR to the veterans on the team than prospects with unbelievable qualities but with an OR too far behind the current line-up to hope to make the team as a regular in the short term. The "prospects" selected will benefit from chemistry building experience and be that much more ready for the following campaign should the next manager elect to use them over my preferred picks.
