Not yet. It is in progress. According to the to-do list (hockey.powerplay manager.... ) it is 20% done.
Hopefully it stays on the to-do list forever too. It sounds like a way to ruin the game with cheating unless they have more to it then I'm figuring.
I'm not sure how it will work... can you send players to a better club and use their facilities to train faster? What about sending crappy players to a lower league where they are better to save on expenses. No idea.
What's the cheating you're pointing at?
