I actually found the answer to this, looks like two weeks of games an hour later for us.
By us I meant me
and others in the U.S.
Normally games start at 11AM for me. But our time jumped forward an hour, so the next two weeks games will start at 12 PM.

I keep reading people saying that playing "high" causes you to commit more penalties, but I can't find anything in the guide.

more a ppm experience then a rule. if u look at high importance games u will see that players are getting more penalties.
I suspect it may be a mix of personal experience and scuttlebutt. Probably more the later...

My general observations of game workings would find this not to be the case. It seems an odd thing to put in the program and not in the guide.

This would seem more likely. A team that is tired will have lower ratings and therefore commit more penalties. However the guide never explicitly says (unless i missed it) that a team playing high would tire out. It does mention rolling 3 lines so it may be implied.
So then the question becomes are the penalties occurring late in the game or equally thought. My guess would be the latter which would destroy my own theory.

NS, think of it this way. A team playing at High is more likely to go for questionable calls, a poke check attempt that turns into a trip, a lifting of the stick that turns into a high stick, etc.
Playing on high is like going all out for every single moment of the game, which may lead to more possessions and shots, but also might lead to mistakes and penalties.

That's getting more into the "why" it would be a part of the programming. I have no issue with the idea of it. My question is more "If" it is actually in the programming and "how."
It makes sense that high importance would or at least could result in more penalties. If it's in the programming, then that's pretty cool. There has to be a valid trade-off for playing high... more energy loss is not enough. I believe playing on high should result in more scoring chances, but also more energy loss, more risk of injuries and more risk of penalties.
see, I don't want them to open up the curtain entirely, there is enough "5+3 is greater than 4, so I should have won" whining going on as it is.
