It is when you click "view players from the academy". So you can wait. Same as hockey.

Well you can click whenever you want (next 2 weeks)but once they are there I don't think they change. Thats just my opinion, I wish I was wrong.
Once you can physically see the players and the stars... they can't change. We know that it is when you click because you can get 3 players at level 5 for example while you can only have 2 at level 4 for example. You wait for level 5 and people have gotten 3 players after waiting for level 5 to finish. The Devs have also confirmed it too.
I got a 226 OR Midfielder the other week. About 81 Avg Q.
He is definitely my best player atm.

Man, my closest pull has been 185 OR with weak AQ. Where's my Golden Ticket Willy Wonka?
Wow. Got my first high OR player: 213 AQ 53 unscouted, and a second dude at 179 OR with 63 AQ unscouted. The first is tops on my squad and the other comes in top five. Sigh... my team works well together without any talent, I hope these guys won't mess the delicate balance.

Picked up a nice forward OR 192. Attributes 15(67), 15(54),18(60)33(75)19(57)26(66)22(51)22(40)22(55) Easily my best forward and salary 542 is the highest on my team. Second guy 156 OR midfielder with low quality. Need some luck in the National Cup today. Missing 2 starters one injured one suspended and playing the top seeded team left. Been a nice ride to this point.
