So if I read things correctly as 13th in III.12 losing relegation I would first go down to league IV.48. But if this league would be closed afterwards I would end up anywhere, right?

If it says "The player will become a restricted free agent when his contract expires." then it will be NOW. If it doesn't... then next year

I have a guy in the same boat. Contract expires in 34 days. Next gen. spon. offer is 24 days. So he'll officially be an RFA when he is 27 due to his contract start date.
I had a player in this exact situation last season ([hockey_player=i1741639]). His contract was renewed June 17th (Day 5 of season 8). He won't go through the restricted free agent process until his contract expires again.
With a name like that you should re-sign him at all costs!
With attributes like his, I don't think he'll cost me that much.
