Because after the first 3, i'm pretty sure the teams can use the same shooters again.
From the IIHF website:
If no goal is scored in overtime then the Game Winning Shots procedure will apply. The following procedure will be utilised:
Three different shooters from each team will take alternate shots, until a decisive goal is scored.
If the game is still tied after three shots by each team, the GWS will continue with a tie-break shoot out by one player of each team, with a reversed shooting order. The same or new players can take the tie-break shots.
The same player can also be used for each shot by a team in the tie-break. Only the decisive goal will count in the result of the game.
Note: This GWS procedure applies for all games.

OK but why selection to 4th shot is random here

My guess is the choice of shooter is a random draw or something like that.
all the penalties after the 3rd are shoot by the 2nd shooter
in many cases the fourth shot is taken by 4th shooter but it seems to be random

Is this game a bug?
What happened with my Line 4? ALl settings were the same as always:
rotate 3 - no
react to opponents withdraw...- no
enough players - yes
line 4 set up - yes
injured in line 4 - no
SO what happened, why only 3 of my lines played this match?

Did you just get an injury in any of your lines?
If you don't have a scratch set, it will auto every line.
I'd suspect that Maksim Polyvoda is your problem.

Looking at your previous game, I don't see any players that played earlier but were injured. Weird.
Only problem I can now see is if i subed a GK, but both my 2nd GK and my scratch are injured, and I dont have 2 scratches for GK...could that be a problem? Because I actually didnt have 2nd GK set up (because my 2nd GK and scratch GK both got injured) ?
That's the problem. I didn't look at goalies, but the new rules (a month or so ago) require you to always have a backup, or it'll auto lines.
