Well, I agree with this, but every manager should have a chance to block the selection of his player. That's the way in IRL also.
There is no way to prevent your player to be selected into the national team now in PPM.

I had a long conversation with vlady and it looks like that there isn´t going ot be any change to this situation

The best solution would be what I wrote in Suggestions -section. Everyone should have last week of the season empty...relegation/promotion games should be played before World Cup.
they can talk to the nationalteam manager. i wrote in the forum, that everybody who needs his players will get it when he askes.
It would be realistic if managers could have a chance to decide that can NT player participate on tournament or not. If not then he can't play at any NT game. If yes then he can play NT games but not in club games.
surely the NT manager and the managers of the individual teams could figure this out. If the NT manager wont listen then surely they are not the right person for the job. If the manager of the player wont listen - dont use thier players.
Be thankful you actually get to have a NT!

My experience is that I knew I could not use players Who played promotion in the WC so I contacted all managers involved asking whether they preferred or not to play promotion or WC.
All of them answered and some preferred their team and the players were not convoqued and some preferred WC and they are playing it.
Now I see they could have played both. I would have acted differently.

And that what we did in Croatian NT. I'm a assistant of Croatia NT manager and simply we didn't call a players which managers didn't send us their skills and other asked things. If he isn't interested to have a NT players that's his mistake. And we didn't call a few hell of a players.
It would be nice if as a team manager when a player is selected if you could say no thank you, but at the same time, I'd like to think that you could also have a good relationship talking to the NT gm about it.
a team manager should only have the possibilitys to say no, when an important game is scheduled (relegation/promotion). otherwise a large country can buy up the national player from other countries and let them not play in the national team. that wouldn't be fair!
As it stands team from other countries can buy a player and kill his energy, so either way that will be an issue.
I just think that if the National Manager calls up a player, there should be like a 2 day period where the team manager can deny the request.

Imagine a situation if half of your NT players will play on promotion/relegation matches on a day when them should play on WHC.
Now NT coach must be online right after promotion/relegation matches to check if they have played... Of course NT coaches are active in this game, but sometimes could happen that they can't check this in time.
Game devs must solve this problem somehow. I believe that this game simulates "real hockey life", this situation is now far from real.

My players don`t play in my team ... but they play in national team
and they are on my lineups ,but they don`t play !
