Yes. Teams stay inactive (dagger beside their name) until they reach the lowest league level at which point they become a noname.
I can pay some big bucks but he is too young and he will have low exp.
Low EXP!?!?! I challenge you to find a player who will be better than him at age 20 who will have more EXP. Teams don't play good youngsters anymore and those that do don't have the facilities to really develop them.
