I don't think he's ever set his own time zone. I explained how to do that in the US Draft thread. For those who don't want to do that, it's at 8pm eastern in the US
I have a question RE: the draft.
If I construct the next level of SA and it is done before the draft but not before the scouting has started, will I still get to draft the appropriate amount of players? (assuming the next level grants me an extra pull)

My guess is that once the players are created, all draft picks are set so you'd have to wait until the following draft for the extra pick.

Mmessner9 is correct. Locked in on the day of the draft.

What I meant was that on the first day of the draft all the calculations are set for that draft cycle. So the calculations will take into effect your facilities and staff attributes that day.
By "day of draft" do you mean the day players are announced and available for scouting, or do you mean the actual day of the draft [Sat., week 8]
I realize I may be arguing semantics, but they are sometimes quite important to understanding what is being said.

It's when the draft order is set.
Well, that's a shame. Although, now that we get to do pulls even leading up to the draft; I might as well go ahead anyway.
the number of draft picks is determined one week before the draft when the draft order is determined. The players will be generated 4 weeks before the draft in the new system, but the draft order will be determined 1 week before the draft.
Will the number of draftees we can scout no longer be determined by the number of picks we have then?

it will be determined by the number of your picks, but if you improve you facilities in between, the number of your picks may increase. Not the number players you can scout however.
